The Director Operations Air leads the Air Operations team to deliver safe, effective and efficient services to internal and external customer projects. This includes the provision of safe, efficient and appropriately resourced facilities, buildings and sites, in the latter case specifically MOD Boscombe Down.

The post holder is responsible for the delivery elements of the QinetiQ civil-regulated flying and engineering organisations, in close coordination with the Programme team.  It is intended that this role will act as Accountable Manager for these operations, accepting it may take a defined period to effect transition from the current AM.


The individual is responsible for the safety of assigned facilities, sites and operations; through a combination of Director Operations line management accountabilities and related Accountable Manager delegations.

The role is expected to deliver performance to plan for customer satisfaction, people engagement and financial performance.


Key Accountabilities
•    As a QinetiQ leader, play a full part in prosecution of QinetiQ’s strategy and initiatives.  
•    Deliver outstanding safety and compliance performance, driving a strong safety culture at relevant sites and within the Operations function.
•    Responsible to Operations Director UK Defence for ensuring that Air Operations are managed iaw QinetiQ policies and relevant regulations, specifically Hazardous Activities Management; including the management of safety risks within delegations.
•    Accountable Executive for ETPS Approved Training Organisation including Non-Commercial Complex Operations, Non-Commercial Air Operations and Specialised Operations.
•    Accountable Executive for Part 21G – Production Authorisation Approval and Part 21J – Design Organisation Approval.
•    Central lead for the BCE site, ensuring coherence and driving an integrated approach to site and business management, and including environment and net zero.
•    Leadership of the Air Mission-Led Innovation and Experimentation initiative in close cooperation with LTPA Portfolio Office and the Air LT.
•    Management of operational risks, issues and changes across Air Operations.
•    Establish and maintain excellent customer, supplier and collaborator relations where applicable to the role.
•    Work closely with the Operations Director UK Defence to define change and then execute this effectively and efficiently, collaborating and coordinating with other elements as needed.
•    Ensure that the Operations Air and Space budget is defined and executed within control margins.
•    Act as the BCE Site Lead for the Safe 4 Life initiative.
•    Achieve outstanding operational delivery at all levels, improving internal and external customer satisfaction.
•    Direct the management and development of the Operations community; develop challenging and well-articulated career paths.
•    Ensure all Operations staff have clear and well defined objectives linked to Business Strategy and Objectives.  Personal development plans established for all staff.  Succession plans established for all key roles within Operations.
•    To lead the first line of assurance for Air Operations and provide experts to support the second line of assurance where necessary.
•    To lead a culture where we have a safe and secure environment and everyone is included.


Key Capabilities / Knowledge

•    Leadership skills to create successful teams and drive business delivery, safely, from disparate, widespread people, sites and facilities.
•    Champion of a people centred culture where safety, security, inclusion and the engagement of our people are seen as core to the success in delivering for our customers.
•    Ability to lead and manage within a matrix organisation; integrating and delivering best effect to all parts of the business as required.
•    Knowledge of the safety principles of the management of hazardous activities and environment, health and safety.
•    Technical background and enquiring mind to enable interpretation and challenge, and ensure compliance; and although the individual will not possess knowledge of all the technical aspects of the role, capability in one of the key disciplines is desirable (to instil confidence and credibility).


•    Knowledge of QinetiQ Operating Framework, specifically HAM, IAR and OME details.
•    Knowledge of key relevant regulations.
•    Programme Management experience.


Experience & Qualifications
•    Proven leadership of teams, in a technical environment, delivering successfully and safely to customers, is essential.
•    Extensive experience of budget and cost management is essential; experience of broader and deeper financial management is desirable. 
•    Extensive experience of working in a high hazard or highly regulated industry or role is highly desirable.
•    A technical, certificated education and/or experience in one of the principal domains ( air or sites) is highly desirable.
•    Experience of leading a change programme, specifically productivity-based, is highly desirable.
•    Experience of management of a demanding customer community is essential.
