Role Purpose

 

The North Atlantic Maritime Assessment Centre (NAMAC) programme aims to implement and deliver a “one stop shop” for Naval Platform signature assessment and assurance. NAMAC is a £100m+ 6 year complex system integration programme which will introduce a number of new Acoustic, Electromagnetic and non-acoustic signature collection systems centred on a single facility. Through innovative use of distributed systems it will enable platform signatures to be analysed and reported upon across the UK delivering enhanced operational effect to the UK Royal Navy.

 

The System Design Authority (SDA) has overall responsibility for:

  • Governing and maintaining the overall integrity of the System across all activities and projects associated with its product family:
    • For the current and all subsequent stages of the Engineering Lifecycle in line with QinetiQ’s Through Life Engineering procedures.
  • The Design Specification and Declaration of Design performance, including associated Design Certification in line with the Design Authority and Design Certification policy:
    • With clear declaration of intended use, users and territories supported.
    • Undertaking overall design baseline release authority and control.
    • Confirming with the Senior Engineering Authority and the business that all Design Certificate signatories are appropriate before putting the System into use or releasing it from the company.
  • Solution Architecture:
    • Compliant with both technical and business needs.
  • Considering wider than functional and performance aspects alone, including:
    • Confirming whether there are any regulatory (e.g. aviation, ethics, security, safety) aspects requiring specialist support.
    • Ensuring that an adequate level of specialist and/or independent advice is identified, engaged and embodied.
  • Ensuring that the impact and consequences of any design changes are understood:
    • At a product and business level, including ongoing obligations that may be incurred outside of a project.
  • Ensuring Technical Risk associated with the System or any proposed changes are effectively managed to be within a Risk Profile acceptable to its stakeholders, including the business.

 

Key Accountabilities

 

  • Governing scope and approach of deliverables according to the agreed product family roadmap.
  • Working collaboratively with the Engineering Delivery Manager and Senior Programme Manager:
    • Confirming that the overall design and project level trade-offs will maintain the overarching business/programme objectives without incurring unapproved liabilities or constraining further development.
    • Coordinating subsystem Design Authorities on projects.
    • Ensuring adherence to corporate standards is maintained.
  • Controlling the System architectural design or infrastructure.
  • Advising the business/programme on overarching impact of trades between lower cost/quicker local project solutions and investment in more enduring capabilities.
  • Advising on Technical Risk and management/mitigation options.
  • Ensuring the specifying, reviewing, and collating proof of the design work, including from subcontractors, to confirm compliance with the requirements of the law, the contract, security, regulatory constraints and QinetiQ’s own objectives.
  • In collaboration with the Engineering Delivery Manager, delivery of the design solution; i.e. achievement and validation of all aspects of the design requirement, including functional, performance, environmental aspects etc., as well as ensuring adequate control of all configured items, and appropriate design standard declaration.
  • Advising on all appropriate regulatory and legal requirements for the System’s intended use and market.
  • Timely identification of any supporting infrastructure, dependencies, or ongoing liabilities associated with the System or proposed changes:
    • Including management of interfaces.
  • Authoring and signing as SDA on the QinetiQ Design Certificate, including confirming that:
    • An adequate assessment has been conducted to confirm that the product is safe to use within the scope of the requirement specification and the limits of certification provided.
    • An adequate level of specialist and/or independent advice has been identified, engaged and embodied.
    • Achieving Product Compliance for the System’s intended use and territories.

 

Key Knowledge

 

  1. Surface and\or Sub-Surface Platform Signature collection and \ or assessment. Underwater Acoustic and/or Electromagnetic Signature.
  2. Understanding of Through Life Engineering
  3. Understanding of Product Compliance
  4. Understanding of Technical Assurance
  5. Communication Skills
  6. Working understanding of Project and Business management
