UK Lead of Project Lifecycle Services

Lead the delivery of the Project Lifecycle services across all QinetiQ sites in UK, specifically;

Enable the delivery of UK IT projects and programmes through the development and delivery of IT project and programme capability scaled to meet the requirements of the Integrated Strategic Business Plan.
Publish and maintain the approved tailoring of the QinetiQ Lifecycle Framework for UK IT projects and programmes.
Provide first line assurance of UK IT projects and programmes, through development and delivery of an efficient and effective governance regime.
Delivery of a UK Commercial Service against an agreed performance level and internal control framework, providing commercial support to low value, low complexity pre-sales activities. Delivering against agreed expectations and shaping the current and future competency and capacity of the team in collaboration with the Commercial Function.
Development of a highly engaged and customer focused team, with strong networks into the relevant functional teams to provide high quality service delivery.

Encouraging a continuous improvement mind-set & collaborative approach to maximise the benefit at QinetiQ level.


Key Accountabilities

1. Promote QinetiQ values & behaviours, and the UK Shared Services purpose & strategy.

2. Deliver the scope of service to the agreed 5-year financial baseline (+/-2%) and develop business cases for future investments as inputs to the annual Integrated Strategic Business Planning cycle.

3. Develop and maintain the appropriate internal controls to manage the UK Project Lifecycle services; including compliance with QinetiQ’s Code of Conduct / Operating Framework and safeguarding confidentiality, integrity and availability of company and customer information.

4. Accountable for delivery of Project Lifecycle Services to QinetiQ employees in UK to agreed performance levels, including recruitment and development of appropriately skilled professionals.

5. Develop, maintain and publish a set of key performance indicators by which the UK Project Lifecycle Services operational performance will be measured, and report performance against these KPIs in accordance with the agreed reporting drumbeat.

6. Champion quality and demonstrate leadership through personal high standards of quality, service & behaviours.

7. Manage, motivate, coach and develop the UK Project Lifecycle Services team to agreed organisational, team and individual objectives, to develop and maintain high quality consumer experience, and create a team proud of their contribution to QinetiQ.

8. Engage with the UK Shared Services Extended Leadership Team to ensure the value of Project Lifecycle Services is recognised, and the team is represented in all discussions (particularly in respect of career progression and engagement), and the teams help UK Shared Services become “greater than the sum of the parts”.

9. Accountable for ensuring strong internal and external stakeholder relationships are in place, supported by appropriate commercial arrangements / performance agreements, to enable delivery and continuous improvement of UK Project Lifecycle Services.

Experience & Qualifications

  • Project Management qualification to at least Association for Project Management PMQ equivalent level
  • Experience of leading a team of project professionals
  • Experience delivering IT projects or programmes through all stages of the lifecycle
  • Security Clearance to be held and maintained at level appropriate for the role



  • Advanced project management qualification (Association for Project Management PPQ or ChPP)
  • Programme management qualification (Axelos MSP Practitioner)
  • Commercial qualification (World CC Commercial & Contract Management Practitioner)
  • ITIL Foundation certification (against current ITIL version)
  • College diploma or university degree in the field of computer science, information sciences, or related field and/or equivalent work experience
