QinetiQ Inc. is seeking a hands-on Senior Proposal Manager for our Lorton office to manage assigned proposal related efforts including major or strategic, high-visibility proposals to department of defense, civil, and intelligence agencies of the Federal Government. This individual will lead the process in all aspects of the proposal development process including content direction, development of win themes, and proposal architecture.  Individual will manage the efforts of staff assigned to each proposal using best practices to ensure scope, cost, and schedule requirements are met. Individual will work with business developers, technical writing team, and technical authorities to provide solutions in proposal documents and oral presentations in a creative, compelling, and compliant manner. Individual will manage multiple proposal related efforts simultaneously.

 

The Senior Proposal Manager prepares, as required, compliance checklists, outlines, cross-references matrices, WBSs, WBS dictionaries, and schedules. The Senior Proposal Manager also provides training and support for storyboards; drives meeting the requirements, schedule, compliance, and quality; works well with individuals and groups, as well as personnel at all levels (including senior executive staff); is skilled in Microsoft Office and SharePoint; and is able to provide presentations and present training to proposal staff.

 

ESSENTIAL JOB FUNCTIONS AND ESSENTIAL JOB DUTIES:

 

  • Manages end-to-end proposal development process, including pricing and production, and works with other team members.
  • Write and edit in support of the overall proposal effort.
  • Analyze proposals for consistency and clarity, compliance with RFP/RFI/RFQ requirements, and alignment with proposed solutions and win themes.
  • Analyzes (RFP/RFI/RFQ) proposal to extract government requirements and creates compliant and complete proposal outline.
  • Gathers proposal information by identifying sources of information; coordinating submissions and collections.
  • Meets proposal deadline by establishing priorities and target dates for information gathering, writing review, and approval; entering and monitoring tracking data; coordinating requirements with contributors.
  • Ability to clearly convey win themes, value propositions, and differentiators in both written and verbal form.
  • Facilitate proposal strategy sessions.
  • Performs market, client, and competitive research related to proposal efforts.
  • Responsible for managing and updating pipeline database.
  • Ability to lead proposal teams from Go/No-Go decisions through the entire capture process.
  • Ability to identify and collaborate with teaming partners.
  • Manages writing assignments, editors, graphics, and SMEs.
  • Monitors all requirements for the solicitation (and amendments)
  • Ability to track and manage multiple proposals at a time.

 

REQUIREMENTS: 

 

  • Bachelor’s Degree or equivalent in Business or a related field; IT or Engineering field desirable
  • Five to ten years of related (proposal preparation in a government contracting) experience with proven track record of winning proposal efforts valued at $40M or more
  • Knowledge of federal procurement regulations (FAR/DFAR)
  • Experience with MS Office 365 Suite
  • Experience with Adobe Photoshop and illustrator
  • Experience with Desktop Publishing software
  • Strong analytical and problem-solving skills
  • Strong Proposal Leadership skills, with the ability to build a strong team, effectively resolve conflict, and vector appropriate resources to maximize proposal development.
  • Excellent organizational skills
  • Ability to work independently and with minimum supervision under a system of discipline, deadlines and accountability.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to work a flexible schedule which may include evenings and weekends
    Fluent in speaking, reading, and writing the English language.

 

DESIRED SKILLS AND EXPERIENCE:

 

  • Bachelor’s Degree in engineering or science
  • 5- 10 years proposal development experience
  • Master’s Degree a plus
  • APMP Certification a plus
