Principal Communications Consultant

We are looking to appoint an experienced Principal Consultant to join QinetiQ. In this senior leadership role, you will be involved in leading, planning and structuring your team’s work, engaging with relevant customers and stakeholders and reporting to the Business Delivery Leads and Project Managers on progress to ensure the requirements of technical proposals and work packages are delivered in the allocated timescales. The post holder will lead, or provide consultancy and technical bid authoring, on the design and development of communications systems to enable the delivery of tactical deployed military communication capabilities to our font-line forces. 


The initial focus will be to become the technical lead on a multi-million £ bid for a strategically important military communications opportunity. 


Specific responsibilities:


  • Technical bid management responsible for all technical aspects of opportunity pursuits. This includes defining the technical strategy and building the technical aspects of the proposition, encompassing the engineering approach to delivery and the engineering resourcing solution across a QinetiQ-led consortium.
  • Provide consultancy advice to relevant customers and stakeholders undertaking design and test activities to ensure that requirements are met.
  • Engagement with customers and stakeholders to derive a programme scope and identifying key areas of technical activity for reducing programme risk.
  • Assessing and integrating ideas and advice from other subject matter experts to provide balanced, independent and robust recommendations.
  • Collaborate with other areas of QinetiQ to identify and drive forward opportunities in the area of communications.
  • Undertake technical studies and coherent programmes of work to enable industry to define, de-risk and explore technical solutions and options.
  • Conducting technical evaluations of industry proposals.
  • Lead technical reviews.
  • Travel to military and vendor sites within the UK and potentially overseas. 


The Fit:


The ideal candidate will be an experienced technical leader with a technical appreciation of military communications systems.  You will have leadership, analytical and communication skills, with the ability to communicate concisely in written and verbal form at both an engineering level and with both senior management and their own team. In addition you will have experience in producing or supporting technical responses to a request for tender, producing high quality outputs to tight deadlines. In addition you will have:



  • Knowledge of the engineering development life cycle, from requirements capture to user acceptance, along with the associated system engineering and system integration activities appropriate to communication systems.
  • Experience in leading or supporting programmes that have delivered military radio systems into Service is desirable.  Ideally, experience of Bowman, MORPHEUS, or other tactical CIS radio systems.
  • Domain knowledge of military assured strategic and tactical communications systems is highly desirable, as well as experience of the end-to-end system integration of strategic C3 capabilities, together with the techniques and technologies necessary to facilitate tactical communications systems interoperability, particularly in network-centric coalition warfare scenarios under Joint and Combined command environments.
  • Abilility to innovate pragmatic solutions within time pressured development and integration programmes.
