Programme Manager - Change

Role Purpose

The role will  drive and manage all change programmes to ensure project management and change management principles are applied when implementating QinetiQ led changes within UKI business.

Be responsible for the set-up, management and delivery of the specified change programmes e.g. providing clear plans, managing costs, owning risk and opportunity plans, and communicating focus areas to senior stakeholders.

Be responsible for implementing any governance requirements, processes, and policies specified by QinetiQ or UKI business.

Accountable to the UKI Change Board Sponsor (UK Intelligence Director PMO & Delivery) for the outcomes / outputs of the programme.

 

Key Accountabilities

Programme Management

  • Delivery of the programme outcomes, to agreed baseline (stakeholder management satisfaction, time, cost, quality).
  • Development and maintenance of positive engagement with programme customers, partners and suppliers.
  • Ensuring programme operates in line with the Operating Framework.
  • Maintenance of forecasts (both financial and resource demand signal)  which reflects the up-to-date expectations for the work.
  • Application of governance requirements (as applicable).
  • Resolving conflicts (including prioritisation calls) within the programme and collaborating across UKI and QinetiQ as required.
  • Leading the embedding of improvement in the QinetiQ project and programme management function, as agreed with UK Intelligence Director PMO & Delivery, Performance and Change Manager and the Performance Excellence team.
  • Reporting progress on all accountabilities to Performance and Change Manager.

 

Change

  • Driving the implementation of all change in the UKI business, whether driven centrally or to meet business needs.
  • Managing a change plan per initiative, that demonstrates adherence to standard policies, procedures, processes and methodologies throughout the life cycle, including management of finances, business case, risk and stakeholder engagement,  and  ensures the outcomes / outputs align to the approved business case with the UKI Sponsor.
  • Ensure collaboration across all business areas within UKI, to facilitate business change and development.
  • Provide succinct updates to the UKI Business Change Board to enable the business to adapt and plan accordingly to support any culture and change programme.

Experience & Qualifications

  • Demonstrable experience of delivering cultural and / or transformational change.
  • Proven leadership and capability development in project organisations to meet specific objectives.
  • Demonstrable experience of senior stakeholder engagement and leadership to ensure successful  change programmes.
  • Degree qualified or equivalent demonstrable experience.
  • Experience and track record in delivering complex programmes
  • APM/PRINCE 2 qualification or equivalent
  • Member of the QinetiQ Behavioural Change Community of Practice (CoP) or willingness to join.
  • Experience of applying change techniques and tools e.g. 8 steps of Change (Kotter), COM-B (Michie).
  • Epicflow super user (completed training already or willing to learn to become a knowledgeable user)
