The role of Senior Operational Analysis (OA) Consultant sits within the Operational Analysis and Strategic Consulting Teams as part of our Analysis, Modelling and Simulation discipline. We provide experts in operational analysis (known outside defence as Operational Research), strategic thinking, options analysis, qualitative methods and quantitative modelling, delivered through a variety of analytical tools and techniques.

We are seeking a highly-motivated, self-starting senior OA consultant who, with minimal supervision, is able to lead a variety of programmes that are largely in support of Research, Science and Technology projects. We are looking for someone with proven experience of working to a high standard within the Defence Sector, spanning research activities and procurement advice within the MOD Acquisition Lifecycle, on complex capability projects.

As an experienced professional you will be, or could be, a member of a professional body such as the Operational Research Society, Institute of Mathematics and its’ Applications (IMA) or equivalent. You will most likely have an advanced degree (MSc or PhD) in a scientific domain or mathematics. You will be driven to solve interesting problems and will likely have a passion for the military.

Specific responsibilities will include:
• Engaging clients and stakeholders;
• Business development and winning work;
• Collaborating with colleagues to develop technical approaches to problems for submission in proposals to clients;
• Developing and presenting analytical approaches and subsequent OA evidence to scrutiny and assurance bodies;
• Leading multi-disciplinary teams in delivering complex projects and programmes;
• Conducting options analysis using approaches such as, but not limited to, Multi-Criteria Decision Analysis (MCDA);
• Conducting Balance of Investment cases that inform problems and business cases;
• Facilitating workshops and eliciting data and information from different stakeholders;
• Presenting project outcomes to a range of decision makers;
• Writing technical reports (including white papers, research papers, project reports and business cases); and
• Mentoring less experienced members of staff.

Knowledge, skills and personal qualities desired:
• Have demonstrable experience in using a range of operational analysis methods, tools and techniques including qualitative methods (such as decision-conferencing to elicit information) and quantitative methods (optimisation techniques, war-gaming, red-teaming, discrete event simulations, parametric modelling, etc);
• Understand systems engineering and enterprise architecture;
• Demonstrable experience of managing and delivering complex programmes;
• Have a strong proven record of project and or technical leadership with experience of forming coherent and successful teams;
• Have a track record of writing complex bids that fulfil client requirements;
• Be able to interpret and discuss client requirements, ideally within the Defence Sector: to include DE&S, Front Line Commands and Research Communities;
• Possess an awareness and appreciation of Defence procurement processes and MOD operating doctrine;
• Understand and have working knowledge of how options analysis and cost modelling combines to form a cost-effectiveness appraisal (e.g. COEIA); and
• Possess interpersonal and presentation skills with the ability to persuade and influence with people outside of your own immediate area of specialism or expertise.

As a senior OA consultant, you will be required to demonstrate the ability to deliver:
• Constant application of process;
• Consistency in your outputs;
• Confidence in presenting your outputs; and
• Retention of corporate OA know-how.

The majority of work is currently with UK MOD clients but work is becoming increasingly directed towards the global defence industry and beyond into civil applications. Work embraces land, air, sea and C4I systems, as well as emerging technology and innovation. Our clients are dispersed, so travel within the UK will be necessary and a willingness and ability to travel to client sites around the UK is important.

During the COVID pandemic, QinetiQ has been supportive of home working and made equipment available to support or establish a home office, however our staff are based at one of our current operational sites (mostly Bristol, Malvern and Farnborough) and should plan for office working in more normal times.#LI-QQ #LI-REMOTE
