Role Purpose:

 

The role is QinetiQ Canada’s leading subject matter expert for Air Test & Evaluation (T&E) and Air Ranges.

The core purpose of this role is to assist shape customer requirements and develop winning solutions for capture of large contracts in Canadian Air T&E and Air Ranges.

  • Development of winning solutions (technical and programmatic) in collaboration with QinetiQ Group T&E experts and the T&E Global Campaign
  • Provide expertise to business development and capture managers and provide technical input/guidance on related capture campaigns.  
  • Provide technical expertise to internal key stakeholders on current programs and apply lessons learned to future programs/pursuits.
  • Determine technical capabilities and solutions to differentiate and elevate QinetiQ apart from competition.
  • Engage with customer under the lead of the capture manager.

 

Key Accountabilities:

 

  1. Solution Architecture
    1. Translate client objectives, problem statements and tender requirements into solution architectures that map requirements to solution features, benefits and discriminators.
    2. Develop solution architectures that meet client requirements whilst ensuring that delivery remains cost-effective/financially competitive within acceptable risk parameters.
  2. Solution Development – Programmatic Solution
    1. Lead development of programmatic solutions, including work breakdown structure, schedule and resourcing.
    2. Manage development of delivery risk management approaches in accordance with QinetiQ business winning risk management requirements.
    3. Conduct, in collaboration with the Campaign/Program Lead and Commercial/Procurement staff, supplier/partner identification and selection to support solution objectives.
    4. Develop offer documentation that clearly describes programmatic aspects of QinetiQ’s offer.
  3. Solution Development – Technical Solution
    1. Identify the technical expertise required to develop detailed technical solutions for campaign/program offerings.
    2. Coordinate assigned technical experts to ensure that technical solution development activity meets the required level of output within bid/activity schedule constraints.
    3. Collaborate with technical experts to ensure detailed solution design meets client requirements, is deliverable within acceptable risk parameters, and is cost-effective/financially competitive.
    4. With input from technical experts, develop offer documentation that clearly describes how the QinetiQ solution meets the client’s needs/requirements/specifications.
  4. Subject Matter Expertise
    1. Develop, through personal research, training and engagement with QinetiQ Group entities, subject matter expertise in assigned campaign/program offerings
    2. Provide business-wide SME advice regarding
      1. range design and architecture, and
      2. complex test & evaluation
  5. Business Development
    1. Under guidance from the Capture Lead/Manager, contribute to market and competitive analysis to understand the market for assigned captures/campaigns/programs, including import/export of relevant QinetiQ products and services through Group entities.
    2. Support the Capture Lead/Manager in engagement with potential clients and partners to position QinetiQ as the preferred partner for assigned captures.
  6. Capture Management
    1. Lead solution development activities for directed business opportunities.
    2. Support negotiation and contract relationships with partners and subcontractors necessary to capture selected business.

 

Key Capabilities / Knowledge:

 

  1. Knowledge of Defence/RCAF testing and evaluation environments, and processes including development of supporting documentation.
  2. Canadian government current and future related projects, defence & security landscape, industry. 
  3. Awareness of key current and future technologies contributing to successful outcomes for future campaign strategies.
  4. Ability to position technical solutions against competitive offerings.
  5. Ability to communicate complex concepts and ideas to both internal stakeholders and Defence customers (peers and executive).

 

Experience and Qualifications:

 

  1. Essential – Five years’ experience in a Canadian Defence Air T&E related role.
  2. Essential – Detailed understanding of T&E range systems architecture and design considerations.
  3. Essential – Strong written communication skills.
  4. Essential – Currently holds or ability to obtain up to SECRET security clearance.
  5. Highly Desirable – Demonstrated project management experience and skills, particularly focussed on definition and estimation of complex services-based projects.
  6. Highly Desirable – Five years’ experience in Defence industry technical delivery roles relevant to assigned campaign/program.
  7. Highly Desirable – Experience participating in solution/offer development activities for at least one complex Defence tenders.
