QinetiQ is seeking an experienced Capture Manager, with specific experience supporting bids for our customer within the DoD. QinetiQ is headquartered in the greater Washington DC area, but the ideal candidate may live elsewhere. Candidates must be willing to travel frequently to locations specific to assigned capture opportunities.

 

The ideal candidate will have proven experience leading successful > $100M DoD captures. This candidate will be responsible for qualifying and capturing major (>$100M) government acquisitions.  The candidate will be part of a multi-disciplinary capture team that is focused winning major efforts by melding business, management, technical and cost elements for winning proposals. The candidate will be responsible for all of the end-to-end management of strategic pursuits to include the entire bid lifecycle. Efforts include development and implementation of the win strategy, beginning with pre-Request for Proposal activities and continuing through written/oral proposal development, negotiations, award, and transition. 

 

Your Contribution To The Mission: 

  • Lead opportunity leveraging honed Capture processes and offering creative expertise
  • Work with BD colleagues to shape the RFP prior to release through strategic customer engagement and mission enhancing solutions.
  • Develop overall capture plan that includes technical, management, past performance, and pricing strategies and win themes.
  • Collaborate with BD colleagues to identify opportunity gap analysis and identify partners both internal and external to successfully close.
  • Develop associated briefing materials and present at gate reviews to executive leadership team.
  • Lead offer development and win theme development activities.
  • Actively be involved in solution development and have the ability and understanding of details to present on behalf of any element of the opportunity to customers or leadership.
  • Actively engage team to locate discriminators and ghosting opportunities in Black Hat and competitive analysis discussions.
  • Provide leadership and oversight during proposal development phase.
  • Lead post Color Team recovery efforts and strategy discussions.
  • Identify opportunities for efficiencies to include automated processes, tools, and data reuse across corporate capability offerings.
  • Interact with all levels of the organization to stay current capabilities.

 

To Land This Job, You Need:

 

  • Bachelor's Degree and 10+ years of experience leading relevant Captures or Master’s degree with 8 years of prior relevant experience
  • Proven ability to lead captures from $50M to $100M+
  • Experienced with a multitude of Capture contract types and pricing strategies to include Completion, Firm Fixed Price (FFP), Performance based, Cost Plus (CP), and Time & Materials (T&M)
  • Proven ability to derive strategic solutions and win themes against vaguely defined requirements.
  • Success in leading multiple captures simultaneously at various stages of the opportunity lifecycle
  • Aptitude to perform at high levels in a fast paced, matrixed environment with minimal or no supervision.
  • Excellent interpersonal, oral, written, and presentation communication skills.
  • Flexible to work and lead teams through remote, in-office, or in a classified environment based on opportunity requirements and business need.
  • Must have US Citizenship - a current Secret Clearance or eligibility to obtain a security clearance
