QinetiQ is seeking a Proposal Manager with extensive knowledge and strong communication skills to join our team of well qualified, diverse individuals. The Proposal Manager is responsible for resources, planning, scheduling, development, and production of federal proposals.  The primary focus of proposal management must be to produce a winning proposal document.  The Proposal Manager owns the proposal strategy, derived from the capture strategy, and is responsible for the preparation of all assigned proposals, from concept through delivery to the customer.  The Proposal Manager manages the overall process but is also expected to write and develop proposal content as necessary. This content will include management and technical sections. 

 

Your Contribution to the Misson:

  • Commanding and controling end-to-end proposal development process, including pricing and production, and works with other team members
  • Writing and edit ingin support of the overall proposal effort
  • Analyzing proposals for consistency and clarity, compliance with RFP/RFI/RFQ requirements, and alignment with proposed solutions and win themes
  • Analyzing (RFP/RFI/RFQ) proposal to extract government requirements and creates compliant and complete proposal outline
  • Gathering proposal information by identifying sources of information; coordinating submissions and collections
  • Meeting proposal deadlines by establishing priorities and target dates for information gathering, writing review, and approval; entering and monitoring tracking data; coordinating requirements with contributors
  • Clearly conveying win themes, value propositions, and differentiators in both written and verbal form
  • Facilitating proposal strategy sessions
  • Performing market, client, and competitive research related to proposal efforts
  • Managing and updating pipeline database
  • Leading proposal teams from Go/No-Go decisions through the entire capture process
  • Identifying and collaborate with teaming partners

 

To Land This Job You'll Need: 

  • Bachelor’s Degree or equivalent in Business or a related field; IT or Engineering field desirable
  • Three to seven years of related (proposal preparation in a government contracting) experience with a proven track record of winning proposal efforts valued at $40M or more•Knowledge of federal procurement regulations (FAR/DFAR)
  • Experience with MS Office Suite
  • Experience with Adobe Photoshop and illustrator
  • Experience with Desktop Publishing software
  • Strong analytical and problem solving skills
  • Strong Proposal Leadership skills, with the ability to build a strong team, effectively resolve conflict, and vector appropriate resources to maximize proposal development
  • Excellent organizational skills
  • Ability to work independently and with minimum supervision under a system of discipline, deadlines and accountability
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
  • Ability to work a flexible schedule which may include evenings and weekends
  • Fluent in speaking, reading, and writing the English language
