The role of Senior Cost Consultant sits within the Cost & Risk Consulting Team as part of our Cyber, Analysis & Mission Solutions discipline.  Reporting to the Cost & Risk Team Leader, the Senior Cost Consultant will principally focus on supporting QinetiQ tendering activities and contributing to cost estimates and analyses on QinetiQ projects/programmes.  You may also be directly engaged on delivering expertise for external clients across QinetiQ’s global business portfolio.


You will typically be responsible for: using cost estimating processes; data gathering; cost driver identification; developing Basis of Estimates; building, validation and verification (V&V) of cost models; and analysis, interpretation and reporting of results.  This will include identification of data uncertainty combined with risk and opportunity analysis through Monte-Carlo techniques.  This analysis supports QinetiQ and our clients in making fully informed, risk-adjusted investment decisions and establishing affordable budgets.


You will be an experienced consultant, adept at operating in a multi-disciplinary environment on projects and programmes that vary in scope and scale, and that are complex and dynamic.  As an enthusiastic, proactive and success-driven individual, you will bring an established professional network to the team.  You are likely to hold full membership of a professional institution and be recognised within your peer group as a costing expert.  You will have significant experience as a cost consultant or manager in a complex project or programme environment, with considerable experience and expertise in the use of proprietary cost analysis tools.  You are likely to have significant experience of the external business environment, gained from direct engagements on and support to a range of clients and projects as a consultant.  This experience may have been gained across domains and with clients in the UK and overseas.


The ideal candidate will offer:


  • The ability to think and act at a detailed analytical level to develop and challenge cost estimates to ensure they are robust, realistic and suitably tailored to the needs of a project/programme and align with the broader operating context;
  • Experience of working closely with (and providing advice to) programme and project managers and directors in governmental and/or civilian organisations;
  • The ability to present compelling arguments and to influence across a broad stakeholder community in unfamiliar environments and in technically complex undertakings;
  • Demonstrable gravitas and credibility, with experience of engaging with and presenting cost estimates and solutions to decision-makers, both to shape understanding of project strategy and dynamics and to deliver robust analyses that supports risk- and cost-based decision-making and delivery;
  • Experience at developing and implementing costing solutions at different stages of the lifecycle;
  • Experience in supporting dynamic and fast-paced tenders and providing evidence to support business case reviews and assurance processes;
  • Defence knowledge and understanding of the MOD CADMID process, together with knowledge of governance and assurance policies, policies and standards relating to costing and investment;
  • Experience in the development of Monte-Carlo cost models;
  • Familiarity of a range of techniques for developing robust estimates (e.g. Analogy, Cost Factors, Parametric and Delphi);
  • Experience in the development and implementation of cost estimating processes and frameworks;
  • Experience in the Verification & Validation (V&V) of cost models;
  • Familiarity with Monte Carlo analysis modelling tools such as Predict! Risk Analyser;
  • Strong interpersonal and presentation skills with the ability to persuade and influence with people outside own immediate area of specialism;
  • An awareness and experience of National Security, Defence and the Armed Forces;
  • Familiarity with Parametric tools such as PRICE TruePlanning or TrueFACET;
  • Familiarity with risk management processes, techniques and tools (such as the Predict! suite);
  • Current Security Clearance, or the ability to be cleared to work on MOD contracts.


The Senior Cost Consultant will be required to think tactically, logically and creatively to develop understanding across QinetiQ’s business space, and (as required) assist in managing delivery of client activities and in developing new propositions.  Good commercial and financial awareness are important to frame solutions within context and ensure assignments are delivered successfully: within allocated budget, to schedule and that meet the requirement.  The Senior Cost Consultant will demonstrate a very strong aptitude for engaging with people and an interest and ability in developing less senior and experienced team members.  This role may extend to formal mentoring of QinetiQ and client personnel, and to the development and delivery of formal and informal training.


This role requires the candidate to be comfortable working alone and as part of a multi-disciplined team in complex and often highly dynamic situations, reliably and without supervision.  This may extend to a need to work with other industry partners in an informal team or in a more formal alliance.  In addition, mentoring and developing QinetiQ colleagues and providing direction and guidance on costing activities will be a critical part of this role, requiring the candidate to have strong interpersonal and technical skills, balanced with an agile and flexible approach.


Although we operate a flexible, hybrid working model, our teams and clients are geographically spread and so travel within the UK (and potentially overseas) may be necessary.  A willingness and ability to operate from QinetiQ and client sites is also important.
