QinetiQ are now accepting applications for this critical position within our Growth team for our Australian Sector. Reporting to the Business Winning Excellence Director, the Bids & Proposal Manager will be responsible for end to end management and delivery of bids for select opportunities across the Australia Sector. Additionally, the role will be responsible for standardising, managing, planning, and executing the necessary upkeep of bid content, proposal templates and documentation across the Australian Sector to ensure QinetiQ’s operational readiness to responding to tenders. Ideally this position will be based in Canberra, but other locations may be considered for the right candidate.
As Bids & Proposal Manager you will be accountable to:
- Develop and execute the agreed proposal strategy in consultation with Campaign and Business Development Managers.
- Work closely with Capture Leads, manage the entire proposal process (end-to-end) in accordance with the Shipley Method, tailoring where appropriate in consultation with the Senior Manager Strategic Proposals and/or Director Business Winning
- Manage timely coordination of internal reviews and approval processes in accordance with the Product Lifecycle Framework (PLF), the Shipley Method, and other QinetiQ processes
- Develop and implement proposal management plans (PMPs)
- Manage the development and preparation of bid content (e.g. top level proposal outlines) and bid planning artefacts (schedules, budget and task assignment)
- Coordinate and facilitate proposal kick-off meetings, bid content workshops, regular stand-up meetings, and other proposal related workshops or meetings, with reference to the Shipley Method colour teams
- Lead the establishment of a comprehensive bid content library, proposal documents, templates etc.
- Demonstrate continuous improvement and ongoing management of standardised proposal documents and bid content
- Advocate for and promote a proactive and robust culture of governance throughout the entire bid cycle across the Australia Sector
To be successful in the role of Bids & Proposals Manager you will need to bring with you:
- A bachelor’s degree in business or an equivalent nationally recognised professional qualification and/or a significant depth of experience in bids and proposal management
- Advanced professional writing capabilities to develop or improve documents and ensure understandable and useful information
- Highly developed oral communication skills and excellent organisational skills in planning, managing and coordinating
- Advanced knowledge and application of business processes, procedures and systems with more developed understanding of the underlying concepts and principles for the tasking of the business unit
- Highly developed interpersonal, diplomatic and negotiation skills with the ability to work effectively with a diverse range of stakeholders
- An ability to apply good judgement with the capacity to make informed decisions
- A solution focused approach to managing proposals with exceptional attention to detail and the ability to work autonomously
- Ability to solicit, support and coordinate efforts of a diverse team of functional experts
- The ability to take a proactive approach to customer relationships, the adoption of standards, internal processes, contribution to continuous improvement initiatives and the management of work within a team context
- Knowledge of the ASDEFCON suite of contracting documents, the Shipley Method and experience in project management within geographically disbursed virtual and local multi-disciplined teams
Candidates will need to hold an NV1 Australian Government Security Clearance.
