Range Safety Officer - Land ranges

The RSO is responsible for the efficient analysis and reduction of risk relating to all hazardous activities undertaken on Test, Trials, Training and Evaluation (T3E) Ranges in the UK across land domains. The role would be primarily based in Pendine in Wales but flexibility of travel to other QinetiQ land ranges may, on occasion be required.

 

The role of the RSO is to:

  • Undertake detailed safety analysis and ensure the safe planning, preparation and execution of hazardous activities in accordance with UK HSE, MOD and QinetiQ corporate requirements, policies and procedures;
  • To challenge and certify that the appropriate degree of rigour and diligence has been applied to the generation of trial documentation and Risk Assessments (Safe Systems of Work – (SSOW)) for each hazardous activity;
  •  Ensure trials and other hazardous activities are being conducted safely and to provide advice on safety throughout the planning and execution of a hazardous activity;
  • Carry out range inspections on a monthly basis in accordance with the MOD Defence Code of Practice for Ranges (DSA 03);
  • To investigate Range incidents and providing recommendations and/or changes in procedures as appropriate;

 

The role requires candidates to have a good understanding of trials and evaluation processes. Experience in the planning and operation of land ranges and ranges safety is also required.

 

The candidate will have demonstrable vocational experience within or related to ranges safety. The understanding of the principles for formulating an ALARP argument, the importance of a positive safety culture and safety leadership are essential for the role of RSO.

 

The successful candidate will have experience of working within high-risk environments including risks associated with the operation of modern weapons and energetic materials and be familiar with MOD Standards and Safety Management principles including System Safety Management (Def Stan 00-56) and DSA 03. A strong background in safety management is required and candidates must be capable of creating compelling arguments, supported by evidence, demonstrating system safety across a variety of related technologies.

 

The RSO will be a skilled communicator and must be able to articulate reasoned judgements succinctly, effectively and convincingly to MOD representatives or senior delegates from industry.

The role would suit weapons specialists with range management experience or other equivalent vocational skills and experience.

The RSO role may require the candidate to travel nationally and spend some periods of time away in support of planning work at other land range locations.
