The Role
As a Team Lead Operations Manager, you will be responsible to the Head of Site Shoeburyness for the management of activities on MoD Shoeburyness ranges, ensuring that business demand and COMAH requirements are satisfied through the delivery of safe, compliant and efficient operations, deputising for the Head of Site as necessary.
Day-to-day, you’ll work collaboratively with Programmes, Operations and Facilities Management teams to ensure all activities are delivered in compliance with statutory obligations, regulatory requirements and QinetiQ polices.
Your responsibilities will include:
Essential experience of the Team Lead Operations Manager:
- Leading the safe and secure operation of the site, managing issues impacting safety, security, reputation and operational performance
- Ensuring hazardous activities comply with HSE, MOD and licensing requirements while supporting OME trials and range operations
- Managing the site budget, controlling expenditure against forecasts and implementing corrective actions when required
- Acting as the focal point for all daily site matters, overseeing supporting functions and deputising for the Head of Site as needed
- Maintaining physical and information security, managing business risks and continuity plans, and driving continuous improvement through lessons learned and best practice
- Ensuring COMAH compliance, supporting Major Accident Hazard risk management, Safety Report submissions, and identifying and escalating regulatory compliance gaps
Essential qualifications for the Team Lead Operations Manager:
- Good understanding of health, safety and environmental legislation, standards and industry best practices
- Proven ability to build collaborative relationships and communicate effectively with stakeholders at all levels, both internally and externally
- Demonstrated experience delivering safe, efficient and well-maintained facility operations
- Experienced in functional and delivery management within a matrix management environment
- Proven track record of working in high-hazard environments while maintaining operational compliance
- Experience driving process improvement initiatives and leading organisational change management activities
- Full UK Drivers Licence and access to own car

This role is 37 hours per week based at our Shoeburyness site and is fully on-site.

QinetiQ Shoeburyness is a significant test and evaluation facility specialising in defence and security technologies. The site is focused on Environmental Testing including the evaluation of various ordnance, explosives and related systems. Implementing measures to ensure that testing activities comply with environmental regulations and minimise ecological impact.
