The Team
The Research and Technolgy Development Integrated Delivery Team (IDT) is a key part of QinetiQ’s newly formed Science and Technology business within QinetiQ’s UK Defence Sector. It delivers a wide variety of exciting projects and programmes to the UK MoD, UK defence companies and commercial customers. Our activities and projects range from cutting edge innovative research, experimentation, testing, developing new capability and future focussed consultancy. The majority of the team are based in Farnborough, Cody Technology Park and our Malvern site although the team also work remotely or taking a hybrid approach.
Job Role
We have an exciting new opportunity for a Portfolio Manager to join our team. This senior role will be responsible for leading the growth and delivery of some novel defence projects. This is an area which has been expanding rapidly over the past couple of years, and is strategically important for QinetiQ UK Defence & the MoD as they seek to meet future challenges.
The role will include close engagement with many external and internal stakeholders to be successful including; their direct delivery team and Technical leads, direct with customers, MoD, Supply Chain & Resource Managers. The projects will include a fascinating and diverse range of technical topics, which offers the successful candidate a great opportunity to build wider relationships within QinetiQ, customers and suppliers.
The successful candidate will need to provide leadership and management in this key area for the IDT but also includes a reasonable proportion of undertaking the tasks required to ensure bid and delivery commitments are met.
Key Accountabilities
- Delivery of standard or complex programmes minimum £5m revenue per annum.
- Development and maintenance of positive engagement with programme customers, partners and suppliers.
- Operating in a Safe & Secure manner.
- Embedding a culture in line with the QinetiQ values.
- Delivery of the Programme outcomes, to agreed baseline including customer satisfaction, time, cost, quality, cash and sales.
- Ensuring programme members operate in line with the Operating Framework & functional competency management requirements; and have appropriate personal objectives recorded in the QinetiQ performance management system.
- Resolving conflicts, including prioritisation calls, within the programme and collaborating across QinetiQ.
- Leading the embedding of improvement in the QinetiQ project and programme management function, as agreed with Integrated Delivery Team (IDT) Leads and the Performance Excellence team.
- Maintenance of forecasts, both financial and resource demand signal, for sales and delivery which reflects the up-to-date expectations for the work.
- Application of governance requirements, including lifecycle, project & independent reviews as appropriate for sales and delivery work.
- Reporting progress on all accountabilities to IDT Lead or their delegate.
- Ensuring correct entry and maintenance of data onto customer management tools to support your opportunities with all details correct and up to date.

- Sales: maintaining strategic relationships with the key stakeholders for the contracts which you manage. Identify, qualify, develop and deliver solutions to your customer’s being able to articulate the benefits of the QinetiQ solution to the customer.
- Negotiation & Conflict Management: identifying and addressing differences of objective, attitude or perception in order to produce an agreed outcome for all parties.
- Change Management: developing and enacting a structured approach to organisational change in support of QinetiQ’s vision, enrolling the impacted people to embrace the changes required to deliver the desired benefits.
- Benefits Management: identifying, planning, agreeing and realising tangible and intangible benefits from the activities conducted within the programme.
- Business Development: when required, working as a member of a capture team to provide customer intelligence and thought leadership to influence the generation of the requirement to increase PWin.
Essential Experience & Qualifications
- Demonstrable capability to International Project Management Association Level A
- Experience gained, typically rather than necessarily, between 4-6 years of leading a business, projects, programmes, portfolios or P3 function; successful delivery of programmes or complex projects.
- Experienced leading programmes or complex projects to up to 3 different customers.
