Role Purpose
This role brings together all the FM, Estates and property requirements for QinetiQ UK sites to ensure that the Company delivers its legal requirements and the infrastructure that enables the business to function and deliver in a safe, compliant and efficient manner.  A key element of the role is to take a lead on operational ESG matters, actively promoting the ESG agenda and in particular working closely with Group to progress the Company Net Zero targets through the estates axis.  The position carried with it membership of the UK Defence LT.


The post holder is responsible for providing the policy and enablers to the Property Operations teams for consistent, effective and efficient facilities management services across all UK sites, to enable safe and compliant sites.  This includes managing current FM delivery in addition to owning development and execution of the future FM strategy for UK sites.  It also incorporates responsibility for the extensive estates OPEX budget out to site teams and management of the tenant portfolio.  The role is also responsible for management of the UK sites physical security contract.


Establishing and maintaining effective First Line assurance for the delivery of safe and compliant FM services is a central requirement of the position, in conjunction with the estates delivery teams on sites.  This is achieved primarily through provision of resources with the required technical knowledge and experience for the delivery teams, but also into Technical Excellence where required.  


A key deliverable of role is to ensure the strategy is set and delivered to provide an estate portfolio that meets current and future business needs in the most efficient and effective way, while ensuring legal, legislative and governmental requirements are meet across the wide range of estate operations.  A major element of the role is supporting the business to grow through the correct property decisions.   The position requires interaction with a considerable number of internal and external stakeholders.  There is a strong requirement to build relationships within MOD to deliver the LTPA.  


Key Accountabilities
•    Define a clear property strategy for the business to support day to day delivery and to support the growth agenda across QinetiQ UK, while also driving efficiency and the ESG agenda.
•    Key point of contact for the MOD in reference to the LTPA estate infrastructure and property requirements, ensuring contractual, legal, legislative and customer requirements are meet across the UK wide infrastructure.
•    Across the QinetiQ-owned estate, deliver the £40m property budget, including areas such as the energy budget and maintenance costs.  
•    Develop and execute the future FM strategy, to deliver safe and compliant sites, in the most efficient and effective manner, including looking to maximise any benefits across the UK business of adopting a Total Facilities Management approach.
•    Ensure the company meets and delivers key legislation such as ISO14001, 180001, 50001 and is the conduit for delivery for legal guidelines within the built environment (L8, Electricity at Work Act etc).
•    Set the strategy and policy to deliver against a wide range of legal, legislative and  assurance requirements. Interfacing with bodies such as HSE and EA to ensure delivery of both technical and legal outputs across estates (Landlord responsibilities, HSE, Maintenance requirements, Accops etc).
•    Own and deploy to Property Operations the First Line assurance policy and mechanisms, supported as needed by the Technical Management team.
•    Drive the UK estates strategy to deliver the most efficient and effective use of QinetiQ-owned sites and buildings and also to ensure that income from the tenant side business is maximised and developed.
•    Responsibility for the company wide energy budget and corporate legislative delivery.  Understand key drivers of cost and have clear management plans in line with ISO50001 Energy Management.
•    Interlink with Group to drive the UK estates to support the Company Net Zero targets by driving sustainable energy solutions.

Key Capabilities / Knowledge
•    Exceptional leadership skills with the ability to develop and communicate a vision that inspires and motivates the team and aligns to the UK business strategy.
•    Extensive experience of delivering FM services in a corporate and legislative environment.
•    Technical knowledge and experience of property services including hard, soft FM, estate management, property, security and project management.
•    Experience of developing the requirements for and procuring of large scale FM services, including the establishment and maintenance of contract performance management to meet contractual obligations.
•    Experience in large cost centre / budget responsibility, with a track record of solid delivery and sound business decisions.
•    Strong interpersonal skills to deal / influence across the wider QQ business and external bodies.
•    Clear understanding and management of subcontractor processes and contract compliance.
•    Strong commercial background in key areas of infrastructure spend.
•    Track record in managing teams and dealing with conflict / poor performance.
•    Knowledge of all relevant UK Regulatory bodies, local authorities and associated legislation relevant to Facility Management to ensure FM services are delivered in a safe and legal manner.
•    Experience gained within a multi tenanted environment. 
•    Sound experience with dealing in subcontractor services (scope, cost and delivery), ensuring delivery of value for money and to HSE standards.
•    Outstanding stakeholder management, with the ability to work across internal and external stakeholders, engaging and influencing as required.
•    Sound knowledge of health and safety legislation, utilising this to ensure the team are appropriately skilled and trained for their roles and that related Risk Assessments, toolbox talks etc are communicated delivered and verified.
•    Strong problem solving and decision making ability.


Experience & Qualifications
•    Fifteen or more years in FM and business/industry.
•    Experience in large cost centre / budget responsibility, with a track record of solid delivery and sound business decisions.
•    Strong technical and compliance knowledge for QHSE and statutory requirements across portfolio (ideally trained or working towards Neebosh level qualification, experience can also be taken into account).
•    A minimum of five-to-seven years of senior leadership experience in the estates and FM environment.
•    Preferably five or more years of experience in related, industry-leading, large, cross-functional teams and/or Group-wide programs, influencing senior-level management and key stakeholders effectively across the organization and within complex contexts.
•    Demonstrated experience in FM strategic planning, organization design and development.
