Role Overview

This role will operate in a small PMO team part of wider Portfolio Team* that manages delivery of a large, strategic contract for QinetiQ in the UK.  The role will report to the Portfolio PMO Manager

 

The role will support the Operational Business Planning (OBP) process within QinetiQ, ensuring the resource demand for Site and Facility operational maintenance and related tasks is accurately reflected in Plans.   The OBP process seeks to match resource demand with supply plans to ensure QinetiQ can meet its commitments and targets.  The role will support continuous improvement of the quality of this demand forecast data over time, conduct regular monitoring and control and enable analysis and insight around efficient resource use.     

 

*The Portfolio Team this role sits within is responsible for delivering the Long Term Partnering Agreement (LTPA) – a strategic contract that delivers Test & Evaluation (T&E) and Training Support Service to UK Ministry of Defence (MOD) and other customers. 

 

Specific Responsibilities

  • The role will have responsibility for supporting assigned operational areas/Sites (with workload split with another project controller)

 

  • Work with operational teams to ensure resource demand for maintenance and Site ‘enabling’ activity (site management, security, assurance, property etc.) is accurately captured in Plans (Microsoft Project, PPM 2016), and updated when required. 

 

  • Develop effective working relationships with the assigned operations teams and hold regular reviews (monthly) with them to monitor operational maintenance activity (actuals vs plans), drawing on relevant corporate reporting systems (SAP). 

 

  • Through reporting and analysis, identify and flag significant variances in forecast demand and actuals, helping make the demand forecasts progressively more accurate and enable analysis and insight around the efficient use of resources. 

 

  • Support the 3x QinetiQ OBP Planning rounds per annum (typically Jan/May/Oct), ensuring resource demand data is accurate and adding any necessary moderations (changes for forecasts) as required.

 

  • Troubleshoot issues when required to ensure demand Plans are assigned to the correct organisational entity and sync’d with other corporate systems to feed into the organisation’s overall resource ‘Demand picture’.

 

  • Support the integration and embedding of new tools/systems by ensuring correct structuring of Plans and undertake relevant system training (we are currently rolling out a new resource, task and time management tool (‘Epic Flow’) within QinetiQ that will synchronise with the MS Project Plans)

 

  • Undertake wider tasks in PMO Team where required to support Portfolio delivery, this could include occasional fielding of an LTPA Enquiry Line and mailbox (training provided as required) that directs enquiries to relevant points of contact around the delivery organisation.      

 

  • The role needs to work collaboratively as part of a team sharing knowledge, experience and ideas as appropriate and consistent approaches.   

 

There will be opportunities to visit relevant QinetiQ Sites and Facilities to meet internal customers, build good working relationships and understand the operational context in which maintenance and Site enabling tasks are undertaken. 

 

Knowledge, skills and Personal Qualities Required

  • Project Controller experience.
  • Familiarity with Microsoft Project (QinetiQ currently uses PPM 2016)
  • Competent in standard tools such as MS Excel (including add-ins), Word, Outlook, Project, PowerPoint and SharePoint.
  • Familiarity with SAP desirable.
  • Strong organisational skills with ability to prioritise workload
  • Good communication and interpersonal skills with the ability to work with individuals at varying levels.
  • An ability to form good working relationships with immediate colleagues in the PMO and wider Portfolio team and also with our internal customers, typically in the Operations teams 
  • Ability to work as part of a team and well as unsupervised.
  • Experience of working to corporate procedures and the use of corporate tools.
  • Awareness of project management; the project lifecycle and project finances.
  • Willingness to sharing knowledge, skills and best practice
  • Some working knowledge of LTPA Contract delivery desirable (but not essential).

 

Qualifications and requirements

  • Educated to a minimum of GCSE level (to include English and Mathematics).
  • Recognised Project Controller or Project Management formal qualification at Foundation or higher level (APM or similar).
  • Individuals must gain relevant UK Security Clearance through vetting process.
