Hebrides - Operations Manager Job Description:

 

As the Site Operations Manager you will be accountable to the Head of Site for assuring the established Operational sub elements of the Hebrides Range are demonstrably compliant with the MOD Authority and HS&E legislation.
As part of this role you will work closely with the site Operations & Engineering Teams, Customer facing Projects and Capability Investments Projects to understand the future demand requirements for the business unit, ensuring prioritisation across the site teams to enable customer outputs.

The post holder will also be required to build and maintain relationships with external stakeholders to ensure their needs and those of the Hebrides Range are represented in all phases of Operational output planning.

Key Accountabilities:
• Ensuring the availability of detailed staff & facility demand plans that enable safe and effective Operational output for the business priorities.
• Oversight of team outputs for Security, Emergency Planning & Response, and contracted supplier management to ensure they align with business and MOD authority compliance requirements.
• Authorise Hazardous Activities in the absence of the Head of Site based on analysis of evidence presented.

• Provide the Head of Site with overarching assurance status by monitoring and evaluating the day to day output of the Range. Coordinating the collation of demonstrable evidence via Business Assurance tools.

• Ensuring availability of 3rd party enabling assets required for the delivery of Range Operations


Specific Responsibilities:
• Functional Leadership of assigned staff.

• Assuring that the Site facilities comply with Environment, Health & Safety, Security and Accreditation standards – Coordinating and maintaining the assurance data set across the responsible management cells.

• Functional Liaison with Trials and Investment Project Managers to validate future demand plan – aligned and de-conflicted facility and people resource against Programme/Project definition.

• Preparation of site Enablement demand plans to ensure resourcing of core operational compliance tasking
• Act as initial site focal point supporting Integrated Capture (Sales) and Delivery teams (Contracted Projects) with proposals, delegating actions to define options to meet the customer requirement. Specifically representing risks and opportunities during bid phase.
• Oversight of 3rd Party contracts required to support the site Operations.

• Point of contact for external stakeholders relevant to Range estate and Operational conduct such as Townships, National Trust for Scotland and Defence Estates
• Support the Head of Site with KPI measurement and reporting.
• Monitoring pipeline demand and contracted output pro-actively identifying variances and solutions in preparation for periodic Supply & Demand business reviews.
•Driving collaboration within site and wider business to embrace and drive opportunities for continuous improvement
•Delivering to the QinetiQ objectives, vision and Strategy

 

Successful Outcomes:
• Provision of world class Air Range Test, Trials, Training and Evaluation (T3E) facilities that efficiently delivers Customer requirements to the highest level of Health & Safety, Governance and Security to the satisfaction of our Customers, MOD Authority, HSE and BSi.
• Maintain QinetiQ position for providing leading edge T3E Facilities and services.
• Delivering to the QinetiQ Group strategy, and associated Business Unit strategic aims
• Growth and collaboration with all Range users

Knowledge, Skills and Personal Qualities Required:
• Good knowledge of Health & Safety, Governance and Security
• A good working background in Engineering or other Technical/Safety discipline

• Advanced communication and presentation skills for all levels of audience engagement

Essential Qualifications:
• Candidates should have a generally good technical and/or scientific based education at ‘A’ level, ONC/HNC, OND/HND or Degree level.

• 5years+ experience in leading diverse teams

Desirable Qualifications/Experience:
• NEBOSH/IOSH
• Project Planning tools
• SAP or equivalent business administration tools
• Working knowledge of Unmanned Air Systems Regulations and Operations
• Change Management
• Experienced in Operational delivery within a high Hazard and Safety critical envelope

Behavioural Requirements:

• Professional attitude to our customers, both internal and external
• Strength of character to uphold QinetiQ values regardless of the operational pressures
• Organised and methodical
