About the role
We are looking for an Operations Facilities Manager/Coordinator / Lab Technician to join the RF, Cyber and Power Operations Group within UK Defence in a permanent role.
This role is responsible for the safe and effective operation of several electronics, cyber and laser laboratories and facilities at the QinetiQ Malvern site.
The role reports to the Team Leader. Whilst you will not have any direct reports, you will be responsible for the coordination and de-confliction of facilities and equipment with internal and external customers and contractors.
The post is also responsible for the operational aspects of how a facility works and how it is maintained, improved or reconfigured. The role will support delivery of the non-engineering assurance aspects such as ISO accreditation and the Health & Safety Policy, whilst being jointly responsible for implementation of security and IT procedures and the various corporate, statutory and regulatory processes and guidelines that QinetiQ businesses adhere to.
What will I be doing?
Key Accountabilities:
- Responsible for creating and maintaining a safe working environment within a number laboratories.
- Supporting the delivery of research and project based facilities, including efficient delivery, quality, applying appropriate cost control whilst meeting security, governance and business requirements.
Specific Responsibilities:
- Managing and organising access control to the facility for staff and visitors, contractors and facilities maintenance.
- Liaise with other QQ stakeholders including QQ Guard Service, Group Property and Fire Wardens.
- Maintaining access control lists, briefing dates, re-briefs and debriefs, etc.
- Where appropriate, ensuring the facility is opened and closed on time.
- Updating the facility Induction Pack(s) and delivering induction briefs to staff and contractors.
- Management of GFE Items including coordination of cross site GFE audits.
- Be available to service out of hours alarm call outs.
- Ensuring all H&S aspects are kept up to date (e.g. first aid kits, risk assessments, control of hazardous substances, COSHH).
- Support the development of facility and lab risk assessments.
- Asset Control within assigned area of responsibility.
- Cross site working and support to the wider operations team and UK business as required.
- Support 1st and 2nd line assurance activities.
Equipment Management:
- Management of research, test and measurement equipment across the assigned area of responsibility (Laboratories)
- Support the delivery of equipment calibration and maintenance.
- Support the specification, purchase and delivery scientific or engineering test and measurement equipment.
- Support the disposal process of old/redundant equipment, classified and general/hazardous waste.
Person Specification
Essential knowledge, skills and personal qualities:
- Experience of working as part of a multi-disciplinary team.
- Excellent interpersonal and communication skills.
- Experience at managing, coordinating and allocating multiple workspaces.
- Microsoft Office tools experience i.e. Outlook, Word, Excel, Power Point.
- A working knowledge of Health & Safety and governance processes.
- Self-motivated, organised and methodical.
- A desire for personal development associated with the role.
- Must be British National willing to undertake higher level security clearance.
Desirable Qualifications and Experience:
- Previous experience of working in engineering, scientific laboratories or workshops.
- Formal education in a Science, Technology, Engineering or Mathematical (STEM) discipline to Level 4 (ideal).
- IOSH Managing Safely or NEBOSH General Practitioner certificate.
- Recognised Apprenticeship or Laboratory Technician experience.
- Experience of dealing with electronic test and measurement equipment.
- Experience/Qualified in delivering portable appliance testing.
