Role Purpose

To lead the delivery of one or more Programme(s), Projects and Bids to transition new clients into the Cyber Security Operations Center (CSOC), deliver service and capability improvement initiatives and maintain positive customer relationships.


Key Accountabilities

  • Delivery of the CSOC Bids and subsequent Programme and Project outcomes, to agreed baseline (customer satisfaction, time, cost, quality, cash and sales).
  • Internal and external stakeholder engagement is a key part of this role. Relationship building is vital to ensure you are able to use your influence to drive the required delivery outcomes.
  • Develop and maintain positive engagement with CSOC customers, partners and suppliers. In particular, maintain a close alignment with Service Management to ensure we present a joined up approach to the end customer.
  • Collaboration across QinetiQ teams and functions, including rapidly creating bespoke delivery teams for short-term projects and improvement initiatives.
  • Working autonomously to drive progress in your projects and programmes, with a good level of self-organisation.
  • Proactively owning the completion of CSOC delivery actions, ensuring action owners are held accountable and complete these in a timely manner.
  • Operating in a Safe & Secure manner.
  • Embedding a culture in line with the QinetiQ values.
  • Resolving conflicts (including prioritisation calls) within the programme and collaborating across QinetiQ.
  • Maintenance of forecasts (both financial and resource demand signal) for sales and delivery which reflects the up-to-date expectations for the work.
  • Application of governance requirements (including lifecycle, project & independent reviews as appropriate) for foundation sales and delivery work.
  • Reporting progress on all accountabilities to CSOC Lead (or their delegate).

  • Foundation Sales; maintaining strategic relationships with the key stakeholders for the main framework contracts which you manage.  Identify, qualify, develop and deliver solutions to your customer’s using an existing commercial contract, being able to articulate the benefits of the QinetiQ solution to the customer.  
  • Negotiation & Conflict Management; being able to identify and address differences of objective, attitude or perception in order to produce an agreed outcome for all parties.
  • Change Management; being able to develop and enact a structured approach to organisational change in support of QinetiQ’s vision, enrolling the impacted people to embrace the changes required to deliver the desired benefits.
  • Benefits Management; being able to identify, plan, agree and realise tangible and intangible benefits from the activities conducted within the programme.
  • Business Development; when required, work as a member of a capture team to provide customer intelligence and thought leadership to influence the generation of the requirement to increase PWin. 


Essential Experience & Qualifications

  • Demonstrable capability to International Project Management Association Level A with commensurate APM qualifications.
  • Experience gained leading a business, projects, programmes, portfolios or P3 function; successful delivery of programmes or complex projects to a variety of commercial or Critical National Infrastructure customers.
  • Bid management and bid production experience, including into competitive sales processes and contributing to proposals.
  • Competent at understanding commercial contracts and terms and conditions and their application/implications in delivery.


Desirable Experience & Qualifications

  • Relevant Project and Programme Management qualification, such as Managing Successful Programmes or Chartered Project Professional
  • ITIL knowledge and experience of transition from delivery into service operations
  • Understanding of Managed Cyber Security Services
