Role Purpose

We are looking for a Operations Facility Manager to join the Science and Research Facilities Group within UK Defence Operations in a permenant role.

 

This post is responsible for the safe and effective operations of several laboratories and facilities at the QinetiQ Malvern site.

The role reports to the Team Leader. Whilst you will not have any direct reports, you will be responsible for the coordination and deconfliction of facilities and equipment with internal and external customers and contractors.

 

This post is also responsible for the operational aspects of how a facility works and how it is maintained, improved or reconfigured – it is responsible for the non-engineering assurance aspects such as ISO accreditation, jointly responsible for implementation of security and IT procedures and the various corporate, statutory and regulatory processes and guidelines that QinetiQ businesses adhere to.

 

Key Accountabilities

  • Responsible for creating and maintaining a safe working environment within a number of facilities and laboratories.
  • Responsible for supporting the delivery of research and project based facilities, including efficient delivery, quality, applying appropriate cost control whilst meeting security, governance and business requirements.

 

Specific Responsibilities
• Compliance (H&S, Security, Accreditation & Audit)
• Ensuring all H&S aspects are kept up to date (e.g. first aid kits, risk assessments, control of hazardous substances, COSHH)
• Presenting H&S and Security briefs to visitors and new staff
• Maintaining access control lists, briefing dates, re-briefs and debriefs, etc
• Updating the Facility Induction Pack(s) and delivering induction briefs to staff
• Ensuring equipment is calibrated and PAT Tested in a timely manner
• Responsible for maintaining Security Accreditation Documentation, such as updating the Security Furniture
• Responsible for local audits

• High value Asset management of Electronic, Optical, Radio Frequency: Test and Measurment equipment

• Asset calibration and maintenance: scheduling, processing and receipts

• Hardware, e.g. tools, components, test equipment, low value items/assets not on Asset log

 

Equipment Management

You will be required to work alongside Engineering technical staff to facilitate the following:
• Management of Research, Test and Measurement equipment across several laboratories
• Maintain list of facility equipment requirements
• Manage equipment calibration and maintenance
• Ensure facilities are appropriately equipped with specialist protective equipment and that the equipment is maintained and controlled
• Specification and purchase of new equipment
• Disposal of old/redundant equipment and hazardous / chemical waste / secure waste
• Ensuring specialist facility processes are captured and adhered to
• Adopt continuous improvement across the facility
• Management of customer owned items including coordination with other groups across the site during audits


Delivering to the vision
• Flexibility in delivery to meet changing project requirements to meet developing customer needs
• Maintain QinetiQ position for providing leading edge research and technology through the provision of world class facilities.

 

Key Capabilities / Knowledge

  • Facility Management (not property management)
  • Good knowledge of Health & Safety, Governance and Security
  • A good working background in Engineering with a strong appreciation of an allied science or engineering discipline eg. electrical, electronic, radio frequency (RF), optical, lasers or instrumentation etc.
  • Previous experience working in an engineering lab, workshop or related facility as a qualified Technician/Foreman
  • Understanding of how to apply varied internal and external rules and regulations including experience in providing advice on HSE matters
  • Effective interpersonal and communication skills
  • Ability to quickly understand the variable technical domains that their area interacts with and the implications to the development and sustainment of the capability

 

Experience & Qualifications

The preferred Experience and Qualifications would include:

  • Technical qualifications e.g. recognised Apprenticeship
  • City and Guilds, BTEC or Foundation Degree
  • Experience in managing facilities or groups of laboratories including management of HSE aspects within a work area and supporting the implementation of safe systems of work to a facility
  • Experience of hazard management, risk assessments and risk management including supporting HSE audits (IOSH/NEBOSH, Risk and COSHH assessment is desirable)
  • Ability to critically assess safety aspects of work activities within the workplace, the suitability of equipment within the specific facility or activity and allocation of appropriate facilities for work activities
  • Experience of working within a laboratory environment managing equipment (calibrated Test & Measurement equipment), systems or facilities.
  • Proficient in the use of Microsoft Office Tools - Word, Excel, Outlook, Power Point

  • Experience at driving and supporting change programs for facility developments and improvements.
  • Stakeholder engagement and management (both within and external to QinetiQ)
  • Security Clearance required (SC Clearance and Crypto material security cleared (ideally DV or willing too apply for DV)
